The following was the speech of Joseph H. Fleming, of the city of Philadelphia, in the Lyceum, or Society for Free Debate, at Mr. Poor's school-house, on Wednesday evening, Feb. 8, 1797, on the question whether a representative in a free government is bound to act by the will of his constituents, legally had, or by his own judgment : Entered according to act.
