Describes areas of agreement and disagreement between the Administration and the Truth Commission concerning attribution of responsibility for specific cases of human rights abuses to Salvadoran military and paramilitary forces, right-wing death squads, and Farabundo Marti Liberation Front guerrillas.
Appendices (p. 47-57) includes a list of Congressional hearings on El Salvador during 1980-92.
