Communication from the President of the United States, transmitting a supplemental estimate of appropriation for the Civil Service Commission of $100,000, for "Additional employees for the Civil Service Commission," as a substitute for the amount included under this title, for the purpose of instituting investigations and research as to the character, training, and experience of applicants for examination; also an estimate of $22,500 for "Salaries, Civil Service Commission," as a substitute for the estimate of $15,000 originally included under this head, for the purpose of increasing the salaries of the three commissioners from $5,000 to $7,500 per annum each.
