Negotiating Authority for the Uruguay Round of Multilateral Trade Negotiations.

Examines whether the President's independent negotiating authority and existing authority under the Trade Act of 1974 will carry through the Uruguay Round of Multilateral Trade Negotiations, in light of possible amendment in the 100th Congress.
